    Keith Simpson, BA(Mod), Dip TP, Chartered Member of IPI
    Managing Director of KSA

    Keith Simpson is the Principal of Keith Simpson and Associates. He has a distinguished career in the Local Authority Planning sphere. Keith has been in a senior professional position for over 20 years, in Dublin Corporation, Dublin County Council and Fingal County Council.

    From 1986-2000, Keith was a Senior Planner, and Acting County Planning Officer. Latterly, he was Director of the Strategic Planning and Development Unit in Fingal County Council and was responsible for the preparation of the 1999 Fingal County Council Development Plan. He was involved in the inception of the National Spatial Strategy and has had a wide and varied experience in almost all aspects of regional and urban planning, public consultation, project management, land-use and strategic planning, and EIA management for major infrastructural projects.

    Keith’s role in any project will be to act as Project Director, and will be assisted by other staff within KSA. Keith has significant experience in project management of plan preparation, having been responsible for the preparation of the 1999 Fingal County Development Plan, along with numerous Village Plans and Local Area Plans. He has recently prepared a masterplan for the development of a major “Transit hub” type development at Dublin Airport, and was Project Manager on the Clonmagadden SDZ Masterplan (prepared for a major urban expansion at Navan, for Meath Co.     John Downey BA (Hons), MRUP, MBA, MRTPI, MIPI.
    Director of Planning & Development

    John Downey is a Chartered Town Planner and Director of Planning at Keith Simpson & Associates (KSA). John has over eleven years experience both in Ireland and abroad having worked in both Local Government and Private Consultancy in the United Kingdom. His last post before joining Keith Simpson was as Director and Principal Planner at Ryan Walsh Associates. Previous to this, John was a Senior Executive Planner with Fingal County Council where he was in charge of development control for the Swords area.
     
    He is a former chairperson of the Royal Town Planning Institute (Irish Branch) and is a member of the Irish Planning Institute. He holds a BA (Hons), Masters Degree in Regional and Urban Planning (MRUP) and a Masters Degree in Business Administration (MBA).

    John has led many Planning and Development Projects including the preparation of local area plans, master planning, project management of multi-disciplined professional teams, major planning applications and planning appeals.

     

     

     

     

     

     

     

     

     

     

     

     

     

     

    Dr. William Hynes BSc, MRUP, PhD, ASCS, MRICS, MIPI, MRTPI, MCIT
    Director of Strategic Planning

    Dr. William Hynes is a qualified Chartered Town Planner and Chartered Surveyor, with over ten years’ experience in the industry, including five years as Airport Planning Manager in Aer Rianta (1995-2000). Dr. Hynes has had a significant role in acting as an external advisor/consultant to the Commission for Aviation Regulation, providing advice on issues relating airport capacity assessment and airport capital investment requirements associated with the three state airports’ of Dublin, Cork and Shannon, involving the preparation of detailed critiques, appraisal and evaluation reports.

    Since September 2000, Dr. Hynes has been a Senior College Lecturer in the Department of Planning & Environmental Policy, University College Dublin, lecturing on the Masters of Regional and Urban Planning in the areas of Transportation and Land Use Planning, Demography Analysis and Forecasting, and Infrastructure Planning. In addition, Dr. Hynes has detailed knowledge and experience in the area of strategic planning through the management and co-ordination of a number of strategic planning projects that addresses and undertakes real-life projects, the most recent of which is a study of Dublin Docklands which was presented to Dublin City Council.

     

     

     

     

     

     

     

     

     

     

     

     

     

     

    Andrea Lazenby-Simpson BA (Mod) (Hons), MUBC, MCD, Dip EIA Mgmt
    Director of Urban Design & Conservation

    Andrea Lazenby-Simpson is a qualified planner/urban designer with a Masters in Urban and Building Conservation. She was Assistant Conservation Officer in Fingal, and Conservation Officer of County Kildare, and has a keen awareness of the heritage value of landscape, urban areas and historic waterways. She has extensive experience in the realm of architectural conservation in Ireland, both within the public sector arena and as a consultant.

    Andrea also has experience working in the United Kingdom in a large urban design/planning practice. Her Masters thesis was on the development of urban design guidelines for Ireland, and focussed on the procedural issues and on the type of guidance that is appropriate at different spatial scales and different levels of the planning process.

    Andrea currently lectures on the Masters of Regional and Urban Planning in UCD on plan-making, the planning process, conservation and urban design. In her time in KSA, she has been involved in the management and preparation of the Roscrea LAP, the National Inventory of the Architectural Heritage for County Kildare, on behalf of Duchas, as well as the preparation of studies for the Heritage Council and strategic plans and other LAPs (including the stakeholder consultation). Andrea was also involved in the Midlands Gateway Strategy and is project managing a Masterplan for a major urban expansion of Balbriggan.     Terry Woods B.Arch, AIA, MRIAI
    Director of Architecture


    Terence qualified as an architect from Drexel University, Philadelphia with honours in 2001 and received the gold medal in the Michael Pearson thesis award. He worked for Sheppard Robson Architects in London from 1987 to 1989 working on a large hospital facility. From 1989 to 1992 he worked for Kevin Brady Architects in Dublin working mainly on office refurbishment projects. He then relocated to Philadelphia working with Arcus Design Group from 1992 to 2002 and studied part time to receive his bachelors in architecture. While there he worked on large-scale commercial and mixed use projects, research and development facilities and custom residential. He returned to Ireland in 2002 and joined Whelan Corcoran Smith as Senior Architect working on mainly residential and commercial mixed use developments and one off housing
